LUXEMBOURG - Sobha Renaissance Technology (SRIT), a global information technology (IT) company based in Bangalore, India, announced the impending arrival of its Integrated Health Care Exchange (iHCx) framework, ACTchange, at the 2007 Med-e-tel conference in Luxembourg last month.
The iHCx is a rapidly progressing, platform-independent architecture designed to work with any and all existing systems in use in hospitals and clinics - including problematic legacy systems.
The frame work allows health data to be securely exchanged between consumers, hospital networks and payer organizations as well as create customizable programs. And it does so without requiring a high upfront investment in IT software, maintenance and support.
"As we worked in the healthcare space, we saw the need for coming up with a healthcare exchange," says Dr. Madhu Nambiar, co-founder and Chief Executive Officer (CEO) of SRIT. "The exchange is based on a services model so that it can be used across hospitals, across communities, and across general doctors."
SRIT principals argue that ACTchange, built upon patient-centric services rules and eliminating the need to constantly keep up with an ever-changing technology market, is a radical shift in healthcare delivery IT solutions. Dr. N.K. Singh, Executive Director of the Integrated Health Exchange programme argues that their services model is exactly what is needed to help drive the quality of healthcare IT solutions up while decreasing costs.
"Healthcare has always been driven by solutions people, pushing particular set solutions," says Singh. "But now, it is going to be services driven. We say it's going to be on the fly, rapidly reconfigurable and customizable and this should be done in such a way where you don't need a high-skilled technical resource to be able to adapt."
ACTchange is currently being tested in India between state, city and local hospitals, as well as by private practitioners. Specific modules for oncology, neurology, cardiology, pathology and radiology have been deemed operational and Nambiar expects that the framework will be available in the European market in September of this year.

The total time frame to roll out the complete service framework still remains a function to market and business variables, but Dr. Madhu Nambiar, SRIT's Co-Founder and CEO, stated: "The framework is already in the testing phase and some modules are presently operational in clinical scenarios. Various functional modules are being added and one is expecting to rapidly enable a radical change to health delivery in the very near future."
The ACTchange will host secure health information exchange services between consumers, hospital networks and payers within a governance unit or across such units. This will enable governments to transform their health system to provide quality, accountability and affordability in their care programmes. Its Managed Services will further enable the various collaborating entities to form their own cross-entity care programmes with customizable data and revenue flow without investing in IT infrastructure, software, maintenance, upgrade and support.

In the European Union alone, the overall expenditure on Healthcare Information and Communication Technology in the year 2005-06 was estimated at 9,6 million euro. Health care provider IT spending in the United States was USD 16 billion and is estimated at USD 29 billion by 2009.
